The Order establishes that an honorary recognition – based on merit criteria – may be awarded to those former who were part of a Scout or Guide recognized Association .

Awarding of the Order

The title of the Order may be awarded to a former satisfying the following conditions:
– Be over thirty years;
– Engaging in the scout or guide movment and / or testifying outside the movement, a real scout spirit by performing an action or a significant humanitarian work;
– Being a member of an alumni association recognized by the Council of the Order.
– To be presented by a member of the Council of the OSM or the holder of a distinction of the Order.

The Scout Order of Merit

The different grades of the Order are awarded to all (an) former responding to one and / or other criteria. These criteria are cumulative to access the second and third class. The evaluation of these is at the discretion of the Board ( Great Council).

Insignia of the Order

The jewel
On the obverse, it bears the lily white enamel with “Be Prepared” and the words “Recognition-Erkentelijkheid.” The perimeter is surrounded by oak and laurel leaves.
On the reverse, the jewel is marked “B.P.B.B. & S.Scouts “, the words” Belgique-België “and the dates 1911, 1926 and 1951.
The jewel is topped by a royal crown pierced.
The tape
It consists of the colors green and yellow and bordered on each side by a red border.
The various Insignia
The Medal of Chevalier of the Order consists of silver jewelry suspended on the ribbon of the Order.
Rosette of an Officer of the Order consists of the golden jewel suspended on the ribbon of the Order decorated with a rosette.
The Tie of the Commander of the Order consists of the golden jewel with the periphery composed of green enamel oak and laurel leaves. This medal is suspended from the tie.

Grades: promotion conditions

Knight
Have been active for at least 15 years within the movement or guide movment ;
Testifying outside the movement, a real scout spirit by performing an action, a significant humanitarian work.
These 15 years must have been the defense and the illustration (in the literal sense) of the scout spirit.
Officer
Have taken responsibilities in the scout or guide movement.
and / or have contributed actively to the development of the Scout particular proposal with the most disadvantaged populations.
Commander
Have resumed service to the Scout or guide Movement . The award of this distinction is subject to the review of a motivation’s document presented to Council members by a third party sponsoring this candidate.

The Council of the Order

The Council of the Order consists of a Small and a Grand Board.
The Small Board consists of three members, all irrevocable, all with the rank of Commander and guarantors of the three grades of function: Grand Commander, Chancellor and Advisor.
The Grand Board consists of a maximum of nine members, including those serving on the Small Council, all holders of one of the grades of the Order.
The members of the Great Board are unanimously co-opted by the members of the Small Board for a renewable term of three years.
The Council of the Order meets at least twice a year.

Recognition

A Scout curriculum vitae is filled by the applicant and forwarded to the Chancellor.
The Chancellor establishes a folder presented during the next meeting of the Great Board, which decides on the proposal.
The adoption of the nominations is done by secret ballot by a majority of votes in the Grand Board knowing that the members of the Small Board have two votes each. Board decisions are final.

Check in

A record of the proceedings of the Board and a registration of the nominations is maintained by the Chancellor under the responsibility of Grand Commander.
The registered patent are signed by the Grand Commander and the Chancellor of the Order.

Chancery fees

Fees of Chancery are due to any award of ensign ( jewel).
The Chancellor may accept from third parties a sum equivalent to one or more fees of Chancery. In any case, the donor may not know the name of the recipient and vice versa.
